Palestinian Hamas and Israeli officials start third-party talks in Egypt on American Palestinian peace proposal.

Conflict zone News Agency
Israel has been carrying out military actions in the northern Gaza Strip for multiple weeks.

Mediated discussions working toward a comprehensive deal on a American ceasefire proposal to halt hostilities in Gaza have begun in the Red Sea resort of Sharm El-Sheikh.

Palestinian and Egyptian officials have reported that the sessions are concentrating on "preparing the environment" for a potential swap that would result in the freeing of all detained individuals in exchange for a group of Palestinian prisoners.

Hamas has said it accepts the peace plan proposals partially, but has omitted reference to several key demands - including its weapons surrender and political participation in Gaza.

Israel's prime minister said on the weekend that he anticipated declaring the release of detained individuals "soon"

Historical Framework

The negotiations, which will feature Egyptian and Qatari officials holding shuttle meetings with representatives from both the two sides individually, take place on the approach of the two-year mark of the Hamas-led attack on border communities on 7 October 2023, in which about 1,200 people were fatally wounded and 251 individuals were captured.

The defense forces began military actions in Gaza in countermeasure. From that point, approximately 67,160 have been lost their lives by Israeli military operations in Gaza, as reported by the area's local health authorities.

Initiative Components

The comprehensive proposal, which has been agreed upon by US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu, proposes an prompt cessation to fighting and the freeing of 48 captives, only 20 of whom are considered living, in compensation of hundreds of Palestinian prisoners.

The framework requires that once the two parties agree to the initiative "full aid will be immediately sent into the Gaza Strip"

It also specifies that Hamas would have no involvement in political leadership, and it allows for an independent Palestinian nation.

Current Situation

On Friday, officials replied to the proposal in a declaration, in which the group approved "to liberate all detainees, both living and dead, following the transfer mechanism specified by the US initiative" - if the proper conditions for the transfers are fulfilled.

It did not specifically mention or accept Trump's 20-point plan but said it "renews its agreement to transfer the management of the conflict zone to a local administration of professionals, based on local agreement and Arab and Islamic support"

The declaration made no mention of one of the crucial requirements of the initiative – that Hamas consent to its military demobilization and to ceasing political participation in the governance of Gaza.

Regional Reactions

Local residents characterized the group's reaction to the peace plan as unanticipated, after multiple days of indications that the faction was considering denial or at least heavily condition its acceptance of the US framework.

Instead, the militant group omitted its traditional "red lines" in the official statement, a decision many view as a evidence of external pressure.

Global and local representatives have endorsed the initiative. The Palestinian Authority, which administers areas of the Israeli-occupied West Bank, has called the US president's efforts as "sincere and determined"

The Persian nation - which has been one of Hamas's main sponsors for many years - has also currently expressed its backing of the American initiative.

Ongoing Reality

Military strikes persisted in multiple areas of the Gaza Strip on recently ahead of the negotiations starting.

Israel is conducting an combat campaign in the city, which it has stated is designed to securing the freeing of the remaining hostages.

An official representative, speaking for the region's civil protection agency, reported that "humanitarian convoys have been authorized access for the urban center since the campaign commenced recently"

"Victims remain we cannot access from areas under military occupation" he said.

Countless residents of the metropolitan area have been compelled to evacuate after the defense forces required departures to a established protection region in the lower territory, but additional numerous individuals are considered to have persisted.

The defense representative has cautioned that those who stay during the combat campaign would be "terrorists and supporters of terror"

In the recent period, 21 individuals have been fatally injured in Gaza and a another 96 harmed, the Hamas-run health ministry said in its current assessment.

Foreign correspondents have been prohibited by Israeli authorities from entering the Gaza Strip independently since the commencement of the conflict, making authenticating statements from all parties difficult.
